[Sync] TypedUrlSyncableServiceTest tests leave junk in TEMP directory

Use ScopedTempDir to create test folder instead of
"TypedUrlSyncableServiceTest".

Thanks a lot for addressing this quickly. A quick grep of
CreateNewTempDirectory() shows a lot of other usage that could be incorrect. I
filed https://crbug.com/561597 for these.
