Alex, please take a look.

This is different from your test CL, in the following ways:

1. We don't use the 'official' mixin; I don't think we actually need either
is_chrome_branded=True or is_official_build=True, because we don't have any
chrome-branded resources and we don't want the official compiler optimizations.

2. We do set debug and ozone explicitly, but we don't need aura, because it is
implied by chromeos. Technically, it should be implied by ozone, too, but that's
currently an open bug.

Oh, I meant to the CL description, not the comments; just so that someone doing
git blame can easily see why the change was made.

If you prefer to use a comment rather than a CL description for that, though,
then LGTM
