Allow Google Now on all Desktop OS Platforms

With the addition of Linux support for rich notifications, we can turn on
Google Now for all desktop platforms.

Linux users who turn this flag on without enabling aura/rich notifications are
going to get an ugly experience. Is there a way to make our feature being
enabled depend on Aura being enabled?

This is the state of the world today. If I disable Rich Notifications on Mac, I
get
the old notifications with Google Now.

Since this is just a flag, we should be okay here. As long as we don't create a
case
where Google Now is enabled by default and Rich Notifications are disabled, we
should
be good. This CL does not intrinsically cause that to happen.

Considering the case of Linux Aura being rolled back in favor of non-Aura but us
having users with the flag on, I'm okay with the mentality of "you turned on a
flag yourself, so you shouldn't expect perfection" if they start receiving old
style notifications. 

As long as we're aware of the issue if such a rollback does happen. I don't have
a very good gauge of how certain it is to roll out. Let's hope that Linux Aura
stays the state of the world. :)
