Provider API for UpdatableConfig

This CL abstracts the google3 implementation of updatable
resources.
As it is no longer possible to directly inherit from the google3
code, the behavior customization now happens trough delegation
rather than inheritance. This results in a better encapsulation.

A testing implementation is also provided, so that all the unittest
can pass without using the google3 code.
