About the failing tests:

- those about scrollbars will be fixed by
https://codereview.chromium.org/1469823004/;

- the other two inspector crashes are about paint without commit. Investigating.
Should be a simple CL to fix.

I couldn't reproduce the two bugs. Perhaps they have been fixed. Just pinged in

The expectation of gif-loop-count.html is incorrect (crbug.com/548528). Sync
painting makes it correct magically :)
