Remove unused SpdyTestUtil methods.

Remove unused SpdyTestUtil methods.

Minor SpdyTestUtil cleanup:
* Remove unused ChopReadFrame() declaration and definition.
* Consolidate the two flavors of ChopWriteFrame().
* Remove unused MakeSpdyHeader() declaration and definition.
* Remove undefined ConstructSpdyGetForProxy() declaration.
