Revert of [Cronet] Add QUIC experimental params

Revert of [Cronet] Add QUIC experimental params (patchset #9 id:180001 of https://codereview.chromium.org/1448583003/ )

Reason for revert:
gyp dependency is missing. This broke one internal bot.
