Do we know how much content would break if we removed this? (SVG 1.1 required
the eventType parameter via DOM2 Events, and DOM4 requires it too).

I advised Rob to add a UseCounter for this one to make sure we can safely remove
it. Maybe we can even directly deprecate it.
However, straight removal seems a bit risky but I'm not an API owner.
