StaticImageBitmap::create should return PassRefPtr<StaticImageBitmap>

StaticImageBitmap::create should return PassRefPtr<StaticImageBitmap>
instead of PassRefPtr<Image>

Also, move the implementation of "imageForCurrentFrame()" to .cpp file.
