GN: Make Windows installer 'archive' action depend on NaCl IRT

The action uses the NaCl IRT files as inputs, but lacks the
necessary dependencies on the the targets that build them.

I have no reason to think there is any issue with the GYP build.
The GN build has never had NaCl enabled before (that's what I'm working on), so
it is missing lots of loose ends that have always been fine in GYP.
