This can probably go into web_app_mac.h. But you still need a non-#ifdefed-out
declaration in here otherwise platform_app_launcher.cc will only compile on Mac.

I think a wrapper is best, without the callback. Like:

MaybeLaunchShortcut(Profile*, const Extension*)

which is just a no-op on non-mac.

I just if-defined this into a no-op for non-mac. If it's in web_app_mac.h, you
need to include that file to call it. Not sure of a way around that.
