Would a base::Closure() with no arguments have the effect of DoNothing?

But we shouldn't be diving into web_app::internals here anyway.

And.. it might be preferable to not Dispatch the OnLaunched event until the shim
itself has launched. i.e. leave it up to the shim to do the launch -- so long as
we can guarantee a clear success/fail result, and fallback to dispatching the
event from the browser process directly.

But of course that might mean some delay. Let's discuss with benwells.
