Hi Luis,

I'm adding code to ArcBridgeService to establish connections for
ArcVideoAccelerator as my design doc

Since I'm the first user of ArcBridgeService and don't know if I followed your
design. For example, I modified ArcBridgeService directly and didn't utilize its
observer mechanism. Also the dependency, components/arc depends on
content/common/gpu, seems not good.

Could you please take a look this CL?

Sorry for the delay :(

In general it would be better if ArcBridgeService did not own anything. If you
add your messages to the Observer, have the ArcVideoAccelerator implement the
Observer class and have that be owned by ChromeBrowserMainPartsChromeos, then
you don't even need the dependency to content/common/gpu.
