Move SkImage tests from SurfaceTest to ImageTest

Move SkImage tests from SurfaceTest to ImageTest

The general SkImage features seem to be tested in
ImageTest instead of SurfaceTest.

Helps in reviewing further reformatting of SurfaceTest.
