Enforce "set noparent" on metrics XML files.

Enforce "set noparent" on metrics XML files.

This restores this enforcement that was recently removed from
tools/metrics by: https://codereview.chromium.org/1437683006/

See discussion on that CL for more context.

Also, removes jar@ from tools/metrics/OWNERS as he no longer
actively does metrics reviews in Chromium.

In terms of syntax, I copied the syntax other files use:

Though, it does seem a lot of them also specify separate per file owners for
those files.

Okay, I'm more reassured to see this syntax in use elsewhere -- I previously
hadn't.  I don't know how to test this before landing, but I think it would be
fine to land and then fix later if it turns out not to work correctly.

The reason for reverting is: I think this broke owners checks for metrics xml
files..
