[Contextual Search] Add currently-private histograms.

We have a large set of histograms that were set up private
before our feature launched, that should now be public.
This adds those existing histograms.
Removing the private ones will be done soon in the private
repository.

Theresa, Please take a quick look at this change.

I simply copied all the Contextual Search histograms and enums from the private
repository, and changed the owners to list both myself and you for all
histograms.  Everything else should be completely unchanged.  So you should not
need to check everything manually, just that this methodology seems sound.

This should just be a straight copy of the private histograms and enums for
Contextual Search, except with owners updated.

I'm assuming that it's fine to have the enums not contain any summary, since
there's a summary in the histograms that use them.
