Can you disable this using the runtime flag until ready to ship?

I added ServiceWorkerClientsGetID flag. As the intent to ship is done, I put the
status to stable. If I need to change it to experimental, please let me know.

Thank you for adding it. 'stable' should be ok, but I'd prefer 'experimental'
until we have confidence that the feature is stable enough and ready to ship.
