Flip "Linux x64", linux_chromium_archive_rel_ng bots to MB.

Flip "Linux x64", linux_chromium_archive_rel_ng bots to MB.

This is a re-land of #358743, with the change that we'll
still build w/ GYP for the moment. Once we're sure that
the MB part is fine, we can flip to GN in another CL.

Same comment as the other CL; I don't see any real reason to wait and it's
incorrect to be building x64 bots w/ GYP at this point.

In particular, we really need to get the _archive bots back in the CQ.

Please take another look; we've had several build failures on the official
builders in the past few days that aren't getting caught upstream because we
don't have build coverage here. We need to get these bots flipped over ASAP.
