Moving home and pillar pages to public folder

Hopefully we can open the pages from public.

Ben, I'm still sometimes seeing this error (not sure if related):

I don't know what the error is about but it shouldn't be related.

LGTM but see comments in pillar.html. The other copies make sense but I don't
understand that part. Anyway, index.html and all that should work.

I don't understand this change. Why did you remove {{+content:partials.site}}
from it? Why did a bunch of the <img> paths change?
