Reland "Flip Linux x64, linux_chromium_archive_rel_ng bots to MB."

The original change (r297497) was fine, but when a chromium-side
change was reverted, this change needed to be reverted as well.

I would prefer to not wait. It's incorrect at this point to be building any
Linux x64
bots w/ GYP instead of GN, and the two changes seem like they can be done
in parallel (i.e., I don't see any real advantage to waiting).

Please take another look; we've had several build failures on the official
builders in the past few days that aren't getting caught upstream because we
don't have build coverage here. We need to get these bots flipped over ASAP.
