Did you try to find when we upped the value? I'm pretty sure that was on
purpose.

Also, what windows versions are these crashes on? Should we only restrict for
certain versions?

There are tooltips that are longer than 1024 which are truncated. TooltipWIn
simply sets the text
so this looks an issue in Windows API.

We tested on both W10 and W8, and both had this issue. One way to mitigate this
is to split text into words first and then trim a word if it's longer than 1024.
