Seems like this could have side effects.

We implement this differently for NativeWidgetWin/HWNDMessageHandler. Can we
replicate that here?

I had looked into DefWindowProc of WM_NCACTIVATE in a past life :) and can
safely say that the only sideeffect is the WM_GETTEXT message which is sent in
the context of this call to get the text to be displayed in the caption bar.

Regarding duplicating the implementation of NativeWidgetWin here, we are doing
the same thing in the DesktopRootwindowHostWin class. As mentioned in the CL
description, the reason this works is because the bubble view is displayed
without grabbing activation.
