Does this mean that you have to build the SDK before you can run pub from the
repo? If I'm hacking pub, is my iteration loop now:

1. Change code.
2. Build SDK. <-- new step
3. Run test.

I've removed package: pub imports, but no, that's not what this would mean.
Pub's library would also get linked into the symlinky "packages" directory,
which is what this would run against from the repo.
