[iOS] Disable COUNT_RESIDENT_BYTES_SUPPORTED.

[iOS] Disable COUNT_RESIDENT_BYTES_SUPPORTED.

COUNT_RESIDENT_BYTES_SUPPORTED is disabled on iOS as it causes memory
corruption on iOS 9.0+ devices. Note that this was only caught on bots
downstream as we cannot run real device bots upstream.

This is currently disabled downstream as we cannot run real device bots upstream
(as device needs to run signed code and that could compromise our signature
key).

I think it would make more sense to have the code disabled upstream as we are
trying to unfork Chrome on iOS.
