We send other UMAs about sweeping only from the main thread.
BlinkGC.CompleteSweep should follow the rule.

In general, it is not a good idea to change a condition where we send a UMA
(because it will confuse the UMA result). However, we've not yet used the UMA,
so I think it's okay.
