i doubt that it is, but it was present before in mediaControlsNew.css .  keeping
it makes it clearer that there's no unintended functionality change.

i'll try without, but it's unclear to me that one should change it here.

Ah, I see, you've just preserved what was already there. Cleanup of useless bits
are appreciated, but whether it's done before/after this CL or not at all, I'll
not hold this CL hostage :)

consolidated into the panel.  better than where it is, relatively safe change,
and didn't seem to break the panel or captions.
