[MIPS] Add "mipsel" to kArch in OmahaQueryParams

Recent refactoring broke the build for MIPS, since MIPS was not
included in kArch.

Yes, naming scheme for MIPS was discussed previously, here is the link:

and it differs between Chromium itself (which follows Linux distro naming
scheme) and Native Client in which there is a platform ("mips32"),
arch ("mips"), and subarch ("32").
