Increase the tab closure timeout for accessibility

Increase the tab closure timeout for accessibility to
allow enough time for the 'Reopen Closed Tab' text
to be read and the user to take action.

ptal - very tiny patchset changing the tab close timeout from 2000ms to 4000ms
in AccessibilityTabModelListItem.java


For comparison, we use a value of 6000ms in SnackbarManager.java for
accessibility mode. The snackbar reads the tab title, where as the
AccessibilityTabModelListItem always reads "Reopen Closed Tab", so I don't think
the duration for the ListItem needs to be as long. This is totally subjective so
I'm open to values other than 4000ms for the ListItem.
