Default to --nacl --arm in install-build-deps.sh

Default to --nacl --arm in install-build-deps.sh

These modes are needed on some bots, so make them the default
to keep the bot-making procedure straightforward.

This is what we propose so that a simple run of the script will dtrt for
chromium-side bots and trybots to build the NaCl SDK and for all
native_client-side bots and trybots.
