Use OTS_TAG in BlinkOTSContext::GetTableAction.

Use OTS_TAG in BlinkOTSContext::GetTableAction.

BlinkOTSContext::GetTableAction currently uses a custom TABLE_TAG
macro which is almost exactly the same as OTS_TAG, but OTS_TAG is
the blessed way to create tags for use with OTS.

Sorry for the noise, but it appears the plan now is to land this change to
replace TABLE_TAG with OTS_TAG here (since I already have this change ready),
update ots (and pull in woff2, which has been split out from ots), and then
debate the merits of AAT tables being passed through on Mac (as was suggested at
https://code.google.com/p/chromium/issues/detail?id=442574#c53 ).
