This test is obsolete. It's flaky because it should no longer pass.

The behavior changed in https://codereview.chromium.org/1421693002/ and I forgot to remove the test.

This patch is the more legit one that actually fixes the bug.

The other patch (https://codereview.chromium.org/1412963003/) kind of
co-incidentally fixes it, and should be rebased onto this after it goes in for
the cleanest history.
