Move OAuth2 client id and secret switches to gaia_switches.h

The OAuth2 client id and secret switches are also used on Chrome for iOS
downstream so they need to be available in a public header.

On iOS, we cannot pass command line arguments when launching the app. So we set
these flags in code. Here is the Chrome for iOS downstream CL that needs this
headers to be public: https://chromereviews.googleplex.com/23947013/

The change in google_apis/google_api_keys_unittest.cc is needed as otherwise
these flags are defined in the wrong namespace. See the fact that
google_apis/google_api_keys_unittest.cc actually includes
google_apis/google_api_keys.cc
