would this be simpler and most consistent with other APIs here if you collapsed
all 4 APIs into a 'visualViewport()' API that returns just a ClientRect?

I was originally thinking of that but thought that this is more consistent with
the original API which had window.scrollX/Y window.innerHeight/Width. I don't
feel strongly about it, but that would mean changing all my test fixes above :).
