Elim CSS transitions causing distortion in the user image

Going back to at least R45, the CSS transistions of -webkit-transform
for the camera image select UI are non functional and occasionaly
distort. It is unclear what the root cause might be, but the simplest
short term fix is to eliminate the transitions entirely.
