With the new safepointing code a Blocked thread is going to have a special
meaning and tracking state, calling this Dart_ThreadBlocked may  confuse people
with safepoint stuff.

Can we call this
 - Dart_DisableThreadProfiling
 - Dart_EnableThreadProfiling
instead?
