Removing "#if 0" style comments

Decided to just address issue 334276 myself rather than triaging since it's
unreachable code anyway.

Pre-processor directives were being used to comment out code, with a non-obvious
effect in the 3rd case. Replaced them with line comments. Should I remove the
dead lines all together?

Looks like the code was #if 0'd a long time back, with

It's unlikely that this dead code will ever be restored. I'd go with removing it
entirely.

Eliminated that branch of the #if, but left the comment with a hint that it's
missing ChromeOS logic.
