Change trace test expectations back to skipping.

Marking the trace tests as flaky and retrying 5 times was not enough,
we are still getting failures. This CL skips all trace tests once again.

This is unfortunate. What about that 5 second delay workaround patch? Would that
at least allow these tests to run and prevent complete regression of the
functionality?

The 5 second delay works as well but the telemetry folks want to hold off
landing that to see if they can fix the underlying issue.
