Kind of sad this has to be duplicated in platform.  Wasn't there some precedence
for just including enums across repo boundaries?

Agree that this is sad. I couldn't find a nice way to include a common header in
both core/ and cc/, but this will hopefully change in response to esprehn's
ideas. I've added a TODO and added some missing static asserts for now.
