Why are you disabling this test rather than marking it flaky?  This simple test
has been around a long time, and never been flaky, so I'm suspicious that
something else is failing, so would not like to see this test completely
disabled.

chromium project decided long ago to not have tests marked as flaky and run
(since we don't get much use from their failing, since they're ignored).
