As you pointed out, this might not always be true if we have a heap collection
of RefPtrs. It would be weird to have a HeapVector<RefPtr<T>> but it is
reasonable to have a HeapHashMap where either the key or the value elements
remain in RefPtrs. We'll discuss this locally, so lets keep the assert here for
now.
