Makes Window::RecreateLayer() reset bounds

This gives back original behavior, making Layer and Window reset
bounds when RecreateLayer is invoked.

Can you please add a comment as to why we want this behavior? (This part of the
test is not easily explained as "Making sure that properties which should
persist from old layer to the new layer actually do"

As to 323791, maybe RecreateLayer() should take a boolean indicating if bounds
should persist or not.

I didn't add a comment here as it's documented in Window::RecreateLayer, eg:

Creates a new layer for the window. Erases the layer-owned bounds, so the
  // caller may wish to set new bounds and other state on the window/layer.

But I'll add a comment.
