Don't specify min/max bounds for v1 panels

I'm really not sure why I set these in the first place, I think maybe I was
experimenting and left them in.

I checked and there is no way to specify min or max size in v1 apps, so any v1
app panels (which is currently and will probably always be restricted to Talk)
will be sizable.
