Chrome prompts the user for a search engine at first setup -- can we respect
that here?

No, we can't, without a fair bit of extra work.  We'd have to support POSTs,
GETs, different search parameter names, filling in multiple places in URLs with
the search parameter, weird google params (Like {google:baseURL}), etc.  The
code to to all that is currently based on the profile, and is exclusive to the
browser process.

We could add search information in yet another format, but then custom set
search engines wouldn't work, and we'd need to include that information for all
search engines we suggest (Which vary by locale).

While I agree that we ideally should do this, I don't think it should block
shutting down the current Link Doctor service.  Also not sure it's something the
networking team should really be worrying about.  May be simplest to just remove
it, if the default search engine isn't Google.
