Have HTMLCollection::item() return an Element as per specification

adamk, what do you think about updating nextItem() and firstItem() to return a
WebElement instead of a WebNode in this patch?

This is trivial now and it should not break anything on Chromium side as
WebElement inherits from WebNode and WebNode has a virtual destructor.

Please let me know if I can update my CL accordingly.
