bluetooth: Add scheib to OWNERS for device/bluetooth/*test*

Remove rpaquay@chromium.org, who is no longer working in this area.

Include armansito in test/OWNERS so that patches seeking reviewers
do not mistakenly see scheib as perferable to armansito.
