I I always got "HTTP Error 500: Internal Server Error", while upload new patch
set to https://codereview.chromium.org/136333004
So I closed that CL and created this as a replacement.

This rebaseline CL tries to cover all expectation images for blur related
outputs(imageblur*, *imagefilters*, spritebitmap*). Beside ARM NEON outputs, it
also rebaselined some other cases:
1. output from new test case imageblur_large
2. missing expectation for
Test-Ubuntu12-ShuttleA-ATI5770-x86_64-Release-Valgrind
3. 3 GPU outputs for builder "Android-IntelRhb-SGX544-x86" test "*image*"
   all of them are unnoticeable tiny mismatches

This CL does not include the following cases:
1. builder Test-Ubuntu13-ShuttleA-HD2000-x86_64-Debug-TSAN, because expectation
folder for this builder does not exist and I didn't create a new one
2. Test-Android-Nexus10-MaliT604-Arm7-Release imagefiltersgraph msaa4, both
expected and actual image are incorrect. I still left the case as
failure-ignored.
3. pdf backend which does not support blur. I left them as no-comparison.
