Remove some test failures, make the test run more smooth on mac (and maybe
android, please do a try run).

I'm not sure who is best to rubber stamp this, any suggestions?

I think ICU is rolled automatically.

There are no try bots for tests on Android. And apparently there is no waterfall
coverage for intl tests on Mac, otherwise it would have caught this.

So this is probably fine, we can always revert if needed. I've fixed the CL
description to better describe what this patch is doing.
