Is this class deciding if Lo-Fi should be used or not? Seems like decision is
already
made and stored in ResourceRequestInfo::IsUsingLoFi. This class is simply
reading it?

The plan is to move adding the header directly to this class. I agree this is
not the best name, but I was ok with switching it to this because once this
logic is moved here this is a better name.
