deprecate tools/test_rendering.py and tools/test_pictures.py
they will be removed entirely on/after Feb 1 unless there is objection

LGTM, but I think the approach I'd take would be:
- Send an email to the team asking if anybody uses or cares about these scripts.
- If nobody objects after a day or so, just go ahead and delete these.

Waiting until March seems like a long time, and it seems likely that we'd forget
about this.

Fair enough.  Made it Feb 1 (~2 weeks from now) instead of March 1.  I'll put it
on my calendar and delete the files then.

I'll also send an email to skia-dev as you suggest.  But I figure the most
reliable way to get a message to people who use a tool is through the tool
itself!
