remove docgen from the sdk, and generating docs with docgen

This is used in test_suite.dart, and perhaps other places.  test_suite uses it
from the sdk location it is copied to here.  So this must be left in.  Grep the
repository to find the other places it is used, also, to see what else it is
used for besides dartdoc.
